- The certificate confirmed the appointment of Christ Fouter to postmaster at Ray, Williams County, North Dakota. Dated January 14, 1907, it bears the signatures of President Theodore Roosevelt and Postmaster General George B. Cortelyou as well as the official seal of the Post Office Department. The post office at Ray, North Dakota was established in March 1902. This presidential appointment for Christ Fouter was effective December 13, 1906 for duration of four years.
