The Office of Policy and Analysis (OP&A) is the coordinating office for strategic planning and performance measurement.
Institution-level Plans
As required by the
Government Performance and Results Act of 1993 (GPRA), the Smithsonian Institution prepares strategic plans, annual performance plans, and annual performance reports for review by the Office of Management and Budget (OMB), the Congress, and the public.

The Smithsonian's strategic and annual performance plans are based on the Institution's four strategic goals:
- Increased public engagement
- Strengthened research
- Enhanced management excellence
- Greater financial strength
Within those four goals, the Smithsonian tracks performance under nine top-level program goals that align with the program categories in the Smithsonian's Federal Budget and its ERP financial accounting system. This framework allows the Institution to meet the standards of success in the Budget and Performance Integration Initiative of the President's Management Agenda (PMA), including having a limited number of outcome-oriented goals and relating dollars budgeted and results achieved. The plans include key performance indicators (KPIs) of program results and operational effectiveness.
By shifting the emphasis to outcomes, as opposed to activities; by setting program performance goals and measuring results; and by forging a strong link between resources and performance, the Smithsonian's plans and reports should inform congressional decision-making and demonstrate the Smithsonian's accomplishments to the American people.
Unit-level Plans
The Office of Policy and Analysis will assist units in the creation of environments that support institutionalization of the performance measurement system. It will work closely with liaisons in each of the units as they develop and implement unit strategic plans, annual performance budgets, and individual performance plans that cascade down from the Institutional plans.
