The Office of Contracting and Personal Property Management (OCon&PPM) acquires goods and services, negotiates contracts and agreements, manages the charge card program, and provides leadership in personal property management in support of the objectives and goals of the Smithsonian Institution. Interns in OCon&PPM shall complete assigned tasks that involve researching and synopsizing for assigned preceptors various Public Laws, regulatory agencies’ requirements and internal policy and procedural issuances. The preceptors will use the information to: determine what impact the various issuances have on acquisitions and personal property management operations; draft reports, updating acquisition and personal property management policies and procedures, and establishing or refining templates for contracts and agreements. Interns shall also be requested to further research regulatory, administrative and office workload issues, and be assigned other office administration, procurement or personal property management related tasks by their preceptors. Interns’ assignments may relate specifically to activities of the immediate office of the Director or one or more of five Divisions.
General Contracting and Agreements Division
The General Contracting and Agreements Division is responsible for the purchasing, planning, sourcing/solicitation, award and contract administration of all acquisitions over $100,000, outside those designated as portfolios-related, for all Smithsonian Institution units. This division is also responsible for Smithsonian Networks, intellectual property, licensing issues, revenue and non-revenue generating agreements, real estate leases, and special event related transactions (all regardless of dollar amount).
Portfolios Division
The Portfolios Division is responsible for the planning, sourcing, soliciting, award and contract administration of all acquisitions over $100,000 that focus on requirements of the Office of Facilities Engineering and Operations (OFEO), Office of Chief Information Officer (OCIO), Smithsonian Tropical Research Institute (STRI) and Smithsonian Astrological Observatory (SAO).
Simplified Acquisitions Division
The Simplified Acquisitions Division assists units with procurement actions that are over the spending limit that is including in the requestor’s delegation of procurement authority, or which may be of a complexity not previously managed by the requestor. These procurement actions usually are for purchases less than $100,000. The Simplified Acquisition Division also manages the SI purchase card and travel card programs, the OCon&PPM Help Desk, coordinates the procurement delegations of authority, and the simplified acquisitions policy and procedures compliance review program.
Personal Property Management Division
The Personal Property Management Division (PPMD) is responsible for development and implementation of Smithsonian-wide personal property management policies and procedures and providing advice to Smithsonian staff on a broad range of personal property functions. These functions include receipt, accountability, utilization, maintenance, inventory, reutilization, storage, reporting loss, theft or damage, and disposal of the Smithsonian’s personal property assets.
Policies and Resources Division
The Policies and Resources Division (PRD) is responsible for providing and facilitating outside assistance and support services to managers of all OCon&PPM functions that includes: managing development and issuance of OCon&PPM functions-related policies and procedures; coordinating OCon&PPM input to Smithsonian-wide policies and procedures; collaborating with appropriate managers to establish, implement and maintain adequate functions-related internal controls and compliance review methodologies; directing the OCon&PPM functions related training program; maintaining and establishing new databases from which OCon&PPM managers obtain information to assist in program planning and evaluation; serving as point of contact for external management information systems used by OCon&PPM function managers; coordinating reports and responses to queries from internal and external authorities; assisting with standardizing and maintaining forms and contracts/agreements templates; and, designing, implementing and reporting on OCon&PPM functions-related studies requested by OCon&PPM managers.
Requirements for OCon&PPM Internships
OCon&PPM Internship Offering and Duration
Applications for OCon&PPM internships shall be accepted continuously during each academic semester. However, OCon&PPM internships may only be available to individuals who can fulfill a minimum assignment of 6 weeks (240 hours). Summer internship periods shall be a maximum of 8 weeks. Applicants should submit a resume, cover letter, and an unofficial transcript with their application.
